Security Office General Support: 1.5.1.1 Provide assistance in the management
of the Special Access Programs (SAP) indoctrinations, debriefings and access
certifications for personnel assigned, as well as deployed to and from
USSTRATCOM, and other Component Commands assigned or attached to USSTRATCOM.
The contractor shall update local, service, and DoD security databases with
the required data and infornation as required. 1.5.1.2 Provide assistance in
the preparation of security clearance paperwork and packages to facilitate Top
Secret (TS) investigations and adjudications for SAP nominations, conducting
First Tier Reviews of personnel being considered for SAP access, and
submitting required Program Access Requests for personnel. 1.5.1.3 Assist with
ensuring that all personnel filling USSTRATCOM SAP positions receive SAP
indoctrination and provide specific guidance on requirements of 000 directed
Program Indoctrination Agreement (PIA) and forward signed agreements to
appropriate service component and ensure indoctrination oaths are signed
immediately after the briefing. 1.5.1.4 Forward and receive certifications of
personnel requiring SAP accesses at Temporary Duty (TDY) locations, and
forward access certification for USSTRATCOM or other supported personnel who
require SAP access at TDY locations worldwide, assist in sending access
certifications as appropriate, and receive SAP access certifications for
visitors to USSTRATCOM and enter the certifications in the local personnel
security database. 1.5.1.5 Assist with other SAP personnel security and
administrative duties as required, such as accesslbility management,
eligibility, personal data reporting, database management. 1.5.1.6 Assist with
inspections of Special Access Program Facilities (SAPF), building spaces,
classified material repositories, and classified equipment (e.g. safes) to
ensure appropriate standards and adequate level of physical security is
maintained. 1.5.1.7 Handling of personal information: The contractors assigned
to these positions will have access to the personal information of other
personnel to include other contractors. Divulging personal information for
other than the intended Government purposes, whether intentionally or by
accident, shall be cause for the immediate removal of the releaser. 1.5.2
Document Control: The contractor shall be responsible to support all duties
related to SAP Document Control at USSTRATCOM. 1.5.2.1 Assist with ensuring
that all SAP level information is properly classified, accounted for. marked,
and audited as required. Contractor shall maintain an up to date database
reflecting all required information, accurate cont rol and inventory of all
SAP information/material as required. 1.5.2.2 Assist in reviewing Concept of
Operations (CONOPS). Orders, evaluations, appraisals. and other various
correspondence to determine appropriate classification. 1.5.3 Focal Point
/Alternate-Compensatorv Control Measures Control (FP/ACCM): The contractor
shall support the primary FP/ACCM Control Officer for USSTRA TCOM, including
the following: 1.5.3.1 Assist with security oversight, management, control,
and FP/ACCM programs extended to USSTRATCOM. 1.5.3.2 Submitting program
requests, conducting indoctrinations and debriefs, perform database
management, conduct physical security of accredited facilities, and other
related duties. 1.5.4 Reserve Program Security: The contractor shall be
responsible for assisting with all duties related to providing and maintaining
the USSTRATCOM Reserve Program Security, including the following: 1.5.4.1
Security oversight, management, control and support to reserve programs
extended to USSTRATCOM. 1.5.4.2 Submitting program requests, conduct
indoctrinations and debriefs, database management, physical security of
accredited facilities and other related duties. 1.5.5 Computer Security
Systems Engineer: The Contractor shall be responsible for assisting with all
duties related to SAP level systems and networks located as USSTRATCOM,
including the following: 1.5.5.1 Serving as the Information Systems Network
Management for projects relative to information systems, network architecture,
cryptographic devices and communications infrastructure. 1.5.5.2 Interacting
with multiple external agencies for Information Technology (IT) support,
planning and project engineering in support of systems upgrades and new
network installations. 1.5.5.3 Developing, implementing, and codrdinating of
activities designed to protect and ensure availability of SAP network
services. 1.5.5.4 Ensuring the integrity of all IT components and supported
data through analyze of information systems security profiles, programs,
policies, procedures and tools. Monitors and evaluates systems compliance with
IT security requirements. 1.5.5.5 Assisting with the formulation of policies
and guidance based on assessment of requirements not addressed in existing
security directives and operations. 1.5.5.6 Providing technical assistance in
support all assigned network assets and users. 1.5.5.7 Being a principle
advisor to address IT related matters to include network engineering,
management, security, accreditation, policies and procedures. - TOP SECRET
Clearance Eligible for SCI and SAP - A minimum of five (5) years ' experience
and/or knowledge of security concepts, principles, and practices to plan and
implement security procedures from Department of Defense, loint Staff,
Services and national intelligence agencies including knowledge of required
non-SAP security training programs to meet needs of multi pile security
disciplines (Personnel, Industrial, Physical, Information, etc.). - A minimum
of five (5) years of security administration related experience and be skilled
in Personnel, Industrial, Physical, and Information security di sciplines to
meet mission requirements and improve the security program. iJbe contractor
shall also possess knowledge of security systems, practices, principles, and
procedures utilized in other agencies, as well as private industry, to ensure
state-of· the art security applications. - At least one (I) contractor
personnel shall possess and maintain A+ and SECURITY + certifications as a
minimum to fulfin the Computer Security Systems requirement, and said
personnel shall also have a minimum of fi"ve years IT experience and possess
computer technical knowledge, computer operating system administration
training, understand how security programs are administered and implemented,
and how they overlap and complement each other. Possession of a Certified
Information Systems Security Professional (CISSP) certification is highly
desirable.
