fhi360 Grantee Specialist with Migrant and Seasonal Head Start Region XII T/TA in Lincoln, Nebraska
The Region XII Training and Technical Assistance (T/TA) Project supports Migrant and Seasonal Head Start (MSHS) grantees and delegates in 38 states. This supports includes onsite visits, cluster meetings and/or trainings, and virtual T/TA.
The T/TA Grantee Specialist will work with Head Start grantees with deficiencies and/or areas of noncompliance identified through the federal monitoring process. A Grantee Specialist is a home-based that requires 50% or more travel on a monthly basis to grantee location/site. Additional responsibilities include:
Provide intensive on-site training and technical assistance to grantees with program and management compliance findings identified through the federal monitoring process, at the direction of the Regional Office (RO). This will require on-site work for periods of time ranging from one day to several weeks
Leads the design, development, planning, and implementation of innovative technical fiscal operations strategies.
Works closely with other Grantee Specialists to ensure fiscal management principles and practices are shared with grantees according to the Head Start Performance Standards and other applicable fiscal regulations.
Provide technical assistance to grantees with deficiencies in the development of a comprehensive Quality Improvement Plan (QIP) by exploring root causes and analysis of the findings for submission to the RO.
Notify the RO regarding any problems encountered in implementing corrective actions prior to the follow-up review.
Maintain regular and timely communication with the appropriate RO Staff assigned to work grantees throughout the duration of the assignment with the grantees. This may include regular debriefings meetings following on-site visits, participation in risk management meetings, staff and other meetings at the direction of the RO and T/TA Project Director.
Enhance grantees' knowledge of program management and fiscal operations through the provision of training and technical assistance to individual or groups of grantees, as resources permit.
Work grantees with concerns raised through the RO oversight process, review of other data sources, such as the Program Information Report (PIR), refunding application analysis, and monthly enrollment reporting.
Provide grantees with training and technical assistance that is designed to help them strengthen their internal systems.
Travel, nationally, as requested by the T/TA Project Director and Regional Office, and as needed, to ensure quality contract performance and to have additional contact for T/TA purposes with grantees and remotely-based staff.
Bachelor’s Degree required with a preference for a Master’s degree, from an accredited university or college.
A minimum of five years’ experience related to program design and management or fiscal operations and the development and implementation of comprehensive management systems.
Strong program management experience;
Experience working with grantees experiencing management and organizational changes;
Demonstrated ability to implement the concepts, practices and procedures involved in the provision of technical assistance to individuals and groups.
Excellent and demonstrated program/project management skills.
Experience with assisting grantees to successfully correct major compliances
Ability to help grantees prioritize goals and objectives
Experience providing technical assistance to governing bodies, including non-profit Boards of Directors
Demonstrated knowledge and experience on data analysis
Demonstrated knowledge and experience related to fiscal regulations.
Strong program management experience with responsibility for managing a budget
Experience working with grantees experiencing fiscal and management changes and challenges
Proven experience in providing effective T/T A that translates theory to practice.
Ability to develop, train and provide presentations to individuals, small and large groups.
Ability to influence and collaborate with others.
Excellent oral and written communication skills
Excellent organizational and analytical skills.
Demonstrated proficiency with using Microsoft Office Suite required.
Ability to analyze and interpret data, identify errors and prepare reports.
Ability to problem solve and implement corrective action as appropriate.
The flexibility to work on-site with grantees for periods of time ranging from one day to several weeks.
Job will require 50% or more travel. Position is home-based (Remote employee) or in the Washington DC office.
Experience working with migrant and seasonal communities preferred
Fluency in Spanish is a plus
Birth to five experience preferred

Assists with publications, web pages, and presentations.’
Conducts searches of published literature on evolving issues in assigned technical area.
Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.
Responds to requests and inquiries from internal and external staff.
Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures.
Assists with the implementation of research studies by monitoring and documenting processes.
Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
Prepares reports and papers summarizing project results.
Delivers presentations at professional meetings and conferences.
Ensures project implementation adheres to company strategy and remains technically sound.
Provides leadership and team building at the task level.
Leads the design, development, planning, and implementation of global level innovative technical strategies.
Oversees all aspects of the programs/projects.
Develops strategies and tools for the design and implementation of specific technical components.
Analyzes data sets and technical assessment findings.
Develops and monitors work plans.
Provides leadership and team building at the project level.
Serves as company liaison to external organizations at professional meetings and conferences as assigned.
Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
Typically requires 8+ years of managing data collection and technical assistance experience.
Proficiency with database management software and on-line search tools required.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
Must be able to read, write, and speak fluent English.Prior work experience in a non-governmental organization (NGO), government agency, or private company.
