NATURE AND SCOPE:

The incumbent reports directly to the Vice President of

Patient Care Services and is responsible for planning, implementing, and

maintaining strategies and initiatives within their designated areas of

responsibility.

The incumbent works collaboratively with management to

achieve system objectives and to provide leadership and oversight for the

delivery of health services in an integrated fashion. This includes assisting in the planning,

implementing, and evaluation of strategies in the delivery of patient of

patient care and health services on a system-wide basis.

Concurrently, the incumbent maintains peer relationships and

committee responsibility to their host hospital to assure uniform care delivery

and policy compliance.

The incumbent has contact with physicians, community groups,

third party payors, agencies, vendors, other health care organizations, and

other interested parties.

PRINCIPALACCOUNTABILITIES:

  • Develops, implements, andevaluates department objectives that address objectives, clinical practice andare consistent with the Mission, Vision, and strategic priorities of CHIHealth.Annually reviews and revises thedepartment scope of care based on changes in patient populations and identifiedneeds.

  • Participates in intra- andinter-disciplinary process and performance quality improvement activities.Effectively utilizes statistical tools andmethods to communicate and measure results.Has ongoing direct contact with consumers to determine specific needs.

  • Defines and evaluates carerequirements of professional and assistive personnel consistent with caredelivery system and patient populations.Recommends changes in skill mix and staffing levels utilizing acuity andproductivity information.

  • Implements and monitors clinicalstandards of nursing practice.Takesactions as appropriate to facilitate the provision of safe and therapeuticallyeffective nursing care.

  • Establishes a work environmentthat facilitates staff accountability and responsibility.Works to optimize staff potential and retainqualified, competent, and satisfied employees.Maintains an acceptable turnover rate by reducing manageable stafflosses and actively participating in the recruitment of qualified staff.

  • Maintains a system of managementreporting that provides the system with timely and relevant information on allaspects of surgical and anesthesia services, as they relate to maternal childservices.

  • Provides ongoing direction andguidance for department personnel, including employment/discharge, performanceassessment, competency assessment and validation, orientation and training,counseling and appraisal, and role development.

  • Is accountable and responsible forscheduling and maintaining appropriate staffing levels using approved laborhour standards that flex with changing volumes and acuities and that areconsistent with the patient population and skill mix of employees.

  • Ensures optimal utilization ofdepartment resources through participation in planning and budgeting processes,in development and implementation of systems and practices that achieve definedobjectives, in internal and external benchmarking activities and in monitoring,analysis, and resolution of budget and productivity variances.

  • Develops and manages capital andoperational budgets in support of strategic plans and goals.Determines and prioritizes facility andequipment needs.Participates in theselection of sources for needed services not provided by the organization.

  • Develops and/or utilizes effectivecommunication systems and methods that promote sharing, partnerships,integration, and collaboration within department and internal/externalcustomers of CHI Health.

  • Establishes and maintainscooperative and collaborative relationships with the CHI Health Medical Staff.

  • Maintains collegial andcooperative relationships with other Operations and Service Line Directors,working as a team to search out and implement efficiencies, economies, and bestpractices.

  • Demonstrates responsibility formaintaining and updating knowledge/skills in the fields of nursing and healthcare management.Participates inappropriate professional organizations and develops a professional network.

  • Assures appropriate level ofunderstanding, awareness and compliance with all applicable JCAHO, federal,state, and agency laws, regulations, guidelines, and professional standards.

  • Assumes responsibility for suchduties and projects as may be assigned by the Executive Management Team.

  • Assists in the development,implementation, and ongoing management of maternal/child specific informationsystems, including the QMI monitoring system. Works to achieve standardization ofinformation tracking and reporting.

  • Participates in all safety,security and infection control programs that are mandatory as well as thoserequired and provided by the department.

  • Demonstrates work practices consistentwith CHI Health and department-specific safety, security and infection controlpolicies.

  • Authorized to make entries inthe medical record, consistent with and limited to the scope of the job dutiesand any applicable licensure.

  • Must have ability to work effectively andcollaboratively in a diverse and multi-cultural environment.

  • Completes annual and six-monthperformance review assessments within proper scope of judgment andaccountability.Note:if the manager does not possess the samebackground licensure as their clinical staff members, they must have peerreviews completed for staff members to ensure clinical competence is met andvalidated.

Qualifications

QUALIFICATIONS:

Experience

A minimum of 5 years of progressive experience in Maternal

Child Services, with at least 2 years of management experience in a healthcare

environment is preferred.

Educational

Effective July 1, 2011,

incumbents are required to have a Bachelor’s Degree in Nursing.

Must have a Current Registered Nurse License in Nebraska or

Iowa, Nebraska and Iowa are compact states, so license must be held in the

state of your residence.

Working Conditions

Normal office environment.

Routine periods of sitting, walking, and standing required. Occasional travel between locations

throughout the Omaha-Council Bluffs area and occasional travel to rural

locations is required.
